Neither product contains added iodine or anti-caking agents, which are found in standard table salt and would permanently ruin a water softening system. So, from a purely chemical perspective, the raw material is indeed the same.
The physical differences: Grain size and compaction
If the chemical makeup is identical, why are they sold as completely different products? The answer lies entirely in their physical format and how they dissolve:

What happens if you put dishwasher salt in a water softener?
If you pour a bag of fine dishwasher salt into the brine tank of a home water softener, the physical difference creates an immediate problem. Because the grains are so small, they dissolve far too quickly in the water at the bottom of the tank.
Instead of creating a clear brine solution, the fine granules mush together, forming a thick, paste-like sludge. This process is known as "salt mushing." This dense sludge can quickly clog the intake valves, block the delicate internal pipework, and prevent the machine from drawing brine. As a result, the system will fail to regenerate, and hard water will return to your taps. In severe cases, cleaning out this compacted sludge requires dismantling the machine entirely.
